Meet the FOUNDER
Robert “Bobby” E. Harris
Bobby is a clinician, strategist, and systems-builder dedicated to transforming how communities deliver care.
For nearly a decade, he has led Baltimore’s integrated overdose response and mobile health initiatives — bringing together city agencies, academic partners, and community organizations under shared leadership and purpose.
As Director of Lord Baltimore Triage, Respite & Isolation Center and the co-located integrated-care shelter, he spearheaded one of the nation’s first combined isolation, quarantine and non-congregate shelter models during the COVID-19 pandemic.
Now, as founder of R.E. Harris Consulting LLC, he helps governments and health systems design and operationalize integrated care ecosystems rooted in equity, solidarity, and real-time coordination.
Bobby brings a unique blend of clinical experience, operational leadership, and human-centered vision — ensuring systems are built not just for people, but with them.
