R.E. Harris Consulting LLC partners with governments, health systems, and communities to design and operationalize integrated health ecosystems that translate equity into practice and solidarity into structure.
R.E. Harris Consulting stands apart by bridging street-level insight with systems-level strategy. We don’t just design frameworks — we operationalize them alongside the people they serve. With deep roots in public health, harm reduction, and clinical leadership, we turn equity and solidarity into structure, transforming fragmented programs into unified systems of health.
We build connected systems of health that bridge public health, clinical care, and community response.
From mobile health units and telemedicine networks to housing and pharmacy linkages, we help partners transform fragmented services into unified, equitable systems of care.
We design collaborative governance frameworks that align city agencies, health systems, and community organizations under shared leadership.
Our approach translates policy into practice — turning vision, mandates, and funding streams into actionable operations that deliver measurable impact.
We specialize in operational modeling for mobile outreach, street-based response, and integrated telehealth systems.
Our team helps cities and organizations design, staff, and launch programs that reach Medicaid and unhoused populations with real-time, compassionate care.
We center equity and lived experience in every system we build. From co-designing community-driven evaluation frameworks to advancing outreach strategies that meet people where they are, we ensure systems are accountable, data-informed, and rooted in solidarity.

We believe equity isn’t an aspiration; it’s an architecture. Every policy, workflow, and partnership must translate compassion into structure — ensuring fairness and dignity are built into how systems actually work.
We believe fragmented care cannot solve complex crises. True transformation requires integration — uniting public health, clinical care, and community response into one coordinated system of health.
We believe lasting health equity begins with standing with communities, not above them — listening first, co-designing solutions, and building systems rooted in trust and shared purpose.
